Is Sunscreen Safe? What Goes Through the Skin at the Beach (2026)
The short answer
On 14 July 2021, Johnson & Johnson pulled five spray sunscreens. They were sold as Neutrogena and Aveeno. Testing had found benzene in them.
Benzene is a known human carcinogen. It was never an ingredient in any of those products. It was found in the finished cans anyway.
Here is the part that matters. It was not on the label. A label only lists what they meant to put in. Nobody in a store could have read their way to it.
What this guide answers
What was actually recalled, and when?
Quick answer: five spray cans, pulled in July 2021, after an outside lab found benzene.
Here are the five. Neutrogena Beach Defense. Neutrogena Cool Dry Sport. Neutrogena Invisible Daily Defense. Neutrogena Ultra Sheer. Aveeno Protect + Refresh.
Every one of them a spray can. The kind you keep in a beach bag.
A lab called Valisure started it. They buy things off the shelf and test them.
They asked the FDA to act. They said they found benzene in dozens of batches. Some were well over the small amount the FDA allows.
Then it got worse. Consumer Reports got hold of records later. It reported that the FDA knew about the risks and did not say so.

How does benzene get into a sunscreen at all?
Quick answer: nobody puts it in. It rides in with the spray gas.
Benzene comes out of oil. So does the gas that pushes a spray out of a can.
They come from the same place. If it gets dirty early, it stays dirty.
This is why the recall matters more than the chemistry. The recipe can be clean and the can can still be dirty.
The problem came in where nobody was looking.
Who tests it. How often. What they do when they find something. All of that is decided in a building you will never see.
Think about how sunscreen gets used. Thick. All over. Again and again. Left on in the heat.
That is the argument the lab made. Not much stands between the can and you.
What is in the bottle the rest of the time?
Quick answer: a set of chemical filters. Some go into the blood.
Benzene
Not an ingredient. That is why it is never on the list. It is known to cause cancer in people. This is what caused the 2021 recall.
Oxybenzone
A chemical filter used for decades. The FDA did not call it safe. It asked the makers for more data instead.
Hawaii limited it years ago, to protect the reefs. Key West voted to, but a 2020 Florida law blocked the ban before it started.
Octinoxate
Another chemical filter. Same FDA data request. Same state limits.
Homosalate
Also in the group the FDA asked about. It is cheap and it is common. It is in a lot of bottles.
Avobenzone
The workhorse. It breaks down in sunlight. So they add more chemicals to hold it together.
That is how a simple product ends up with a long list.
| What is in it | The concern | Named authority and year | What it does NOT mean |
|---|---|---|---|
| Benzene | Known human carcinogen found in finished cans | Johnson & Johnson recall, July 2021, after Valisure testing | It was not deliberately added, and not every can was affected |
| Oxybenzone | Absorbed through skin, more safety data requested | FDA sunscreen rulemaking | The FDA has not banned it or called it unsafe |
| Octinoxate | Same data request, plus reef restrictions | FDA, and Hawaii state law | A reef restriction is not a human health finding |
| Homosalate | Same FDA data request | FDA sunscreen rulemaking | Widely used and still legal |
| Zinc oxide, titanium dioxide | The two mineral filters the FDA proposed as safe and effective | FDA sunscreen rulemaking | Not a loophole. These are the mineral filters |
Does that mean it is hurting me?
Quick answer: the recall is a fact. What it did to one person is not.
Johnson & Johnson said the amounts found would not be expected to cause harm. No regulator has said different. That is their side and it belongs here.
The FDA has not banned the three chemical filters above. It asked for more data.
Those are two different things. I am not going to mix them up.
So what is left when you take out all the parts nobody can prove?
Something that causes cancer turned up in five products. Made for skin. In the sun. Bought by people trying to be careful.
An outside lab found it first. Then a regulator sat on what it knew.
I am not asking you to believe a study. I am asking you to look at how they act when nobody is watching.
Then decide if they get your family's skin every summer.
Should I stop wearing sunscreen?
Quick answer: no. Sun protection is not the problem. The maker is.
Skin cancer is real. That risk does not drop because you got angry at a company.
Nothing here is a case for going without.
Every woman my age tells me the same skin story. Forty summers. Two bad burns she still remembers. A few spots she watches.
That is why the bottle has to be one you trust. The answer is a better product, not no product.
What do I use instead?
Quick answer: a mineral sunscreen, from a company that answers to its members.
Zinc oxide and titanium dioxide sit on the skin. They bounce the light back. They do not soak in.
And they do not need spray gas to leave the bottle. That was the way benzene got in.
I am not going to send you to the aisle to read fine print.
The 2021 recall shows why that will not save you. The benzene was never on the label.
What protects you is who made it, and what they do when something goes wrong.
That is why my family buys through a private membership store instead. We are the manufacturer. No middleman, no markup. One name on it, and a person who picks up the phone.
Shannon's Advice
Straight talk from ShannonI do not call them grocery stores. They are poison centers meant to do you and your family harm. It is not just the brands who are doing the harm, it is the stores themselves. They allow these toxic products on their shelves. People are sick and dying. This is a very serious matter. How can we ever trust them again?
We can't trust them. That is where Switch to America comes in. We are a new supply chain, built on family values, trust and affordability.
You do not have to take my word for it. The proof is in my blog posts, the recalls, the lawsuits and the fines, and in the app I built called The Family Home Toxic Scorecard. Also, inside my Switch Circle private community, we talk about real solutions.
Women come to me exhausted, in pain, stressed out, and on a list of prescriptions they never wanted. I have spent over 20 years helping women get off prescription medications. I help families reclaim their health.
We cannot stop them. I have stopped expecting to. However, we can stop walking into their stores. We are linking arms and together taking our control back. Control of our health and our finances.

The receipts
- FDA recall notice, 14 July 2021: Johnson & Johnson recalled all lots of five Neutrogena and Aveeno aerosol sunscreens after internal testing found low levels of benzene, which the notice calls a human carcinogen.
- The Valisure citizen petition to the FDA: the independent laboratory reported finding benzene in sunscreen batches, with some results alleged to exceed the two parts per million conditional restriction the FDA applies to drug products.
- Consumer Reports: reporting that the FDA withheld information about the safety risks of the contaminated Aveeno and Neutrogena sunscreens.
- Sunscreen benzene litigation summary: the consumer claims filed after the recall, all of them allegations that have not been proven in court.
- FDA sunscreen rulemaking: zinc oxide and titanium dioxide proposed as safe and effective, with more safety data requested for twelve others including oxybenzone. In 2026 the FDA made its first final calls. It added bemotrizinol on June 10, 2026, and on September 10, 2026 it removed PABA and trolamine salicylate because their risks outweigh their benefits.

Were they taken off every shelf? No. The recall covered certain lots of five spray products. Other spray sunscreens from other companies stayed on sale.
Is a spray worse than a lotion? The 2021 recall was all sprays. The spray gas is the likely way the benzene got in. A pump or a lotion has no spray gas at all.
Does this prove sunscreen causes cancer? No, and I am not saying it does. A cancer causing chemical was found in five products. Nobody measured what it did to one person.
Do mineral sunscreens work as well? Zinc oxide and titanium dioxide sit on top of the skin and need no spray gas. Here at Switch to America, we are the manufacturer.
Who do you become?
You still put sunscreen on everybody, every time. You just do not feel that small tug of doubt.
The bottle in your bag came from somewhere you chose.
Next July you will be on a shore with sand on your feet. You will watch them go under and come up again.
The thought will not cross your mind. That is what this is for.
